Operation Center Connection Issue & Low Pressure Pump

2 things where is the manual and how can i connect back to the operation center cause i cannot use it at all

I have never encountered this issue is there anyway I could connect it the operation center and the re-install the aircraft

Everytime I open the operation center i cannot connect to it and my low pressure pumps for the 737 are off this is the first time I had this issue...
